Tamoxifen is white and milky, is this normal?

I recently ordered some tamoxifen citrate online form a source I've never used. When I opened the bottle i noticed it was a thick milky consistency. The tamoxifen I have used in the past has been dark and a lot thinner consistency.

Whats your guys opinion, is this normal?
